In my experience some software companies do a good job of writing software and others do a very poor job. Unfortunately a lot of companies that fall into the second category seem to be the ones that sell to local government.
I wouldn't care so much if software company heads got rich by selling software to millions of organisations for thousands of dollars, but I'm not to keen on them getting rich by selling software to thousands of organisations for millions of dollars if you take my point.
I don't mind your idea of Councils buying out an existing software company - it is something I have thought about myself before. I still think an open source Local Government Software Suite would be the ideal way to go, but to do either of the above we will need to get much better at collaborating with each other, and try as I might it is an uphill battle making that happen.
